“金九銀十”終以慘淡收尾，基建等政策利好“臥薪嘗膽”兩個(gè)月能否給11月帶來(lái)福音？不過11月份將進(jìn)入鋼材的需求淡季，對(duì)于長(zhǎng)久處于低谷的鋼市而言，在疲軟的大環(huán)境中難以扭轉(zhuǎn)乾坤，隨行就市、輕裝上陣仍是操作的上策。那么在淡季鋼市將何去何從？鋼廠減產(chǎn)能否給與鋼市支撐？鋼廠政策能否繼續(xù)挺價(jià)？利好政策能否落實(shí)來(lái)刺激鋼市？

　　一、鋼市難改弱勢(shì)下行格局

10月全國(guó)線螺價(jià)格延續(xù)弱勢(shì)運(yùn)行，整體呈下降趨勢(shì)。原料成本支撐薄弱，經(jīng)銷商對(duì)后市持看空心態(tài)，多以積極出貨為主，陰跌、議價(jià)等操作較普遍，拖累整體鋼材價(jià)格下滑。當(dāng)前國(guó)內(nèi)鋼廠已全面虧損，鋼廠限價(jià)、限量等挺價(jià)措施增多，但整體收效甚微，而價(jià)格進(jìn)一步下跌，下半月鋼廠減產(chǎn)、檢修范圍繼續(xù)擴(kuò)大。隨著天氣的轉(zhuǎn)冷，下半月東北市場(chǎng)已進(jìn)入尾聲，經(jīng)銷商大幅跌價(jià)拋貨。隨著北材南下的不斷深入，南方市場(chǎng)的庫(kù)存壓力加劇，也拖累南方鋼價(jià)下行。截至月底，市場(chǎng)始終未現(xiàn)旺季行情，資金和銷售等壓力再度凸顯，市場(chǎng)將持續(xù)震蕩筑底運(yùn)行。

二、供需矛盾持續(xù)鋼市繼續(xù)承壓

　　據(jù)中鋼協(xié)統(tǒng)計(jì)，10月上旬重點(diǎn)鋼企粗鋼日產(chǎn)178.38萬(wàn)噸，環(huán)比漲2.75%；全國(guó)估算值為225.61萬(wàn)噸，環(huán)比漲0.34%；截至上旬末，重點(diǎn)企業(yè)庫(kù)存1507.44萬(wàn)噸，旬環(huán)比增加27.99萬(wàn)噸，增幅為1.89%。同時(shí)，國(guó)內(nèi)鋼廠出口接單出現(xiàn)明顯下降，鋼廠投放國(guó)內(nèi)市場(chǎng)資源有所增多。當(dāng)前全國(guó)鋼企普遍虧損，后期國(guó)內(nèi)鋼廠減產(chǎn)、檢修再度將繼續(xù)加大，各地社會(huì)庫(kù)存將繼續(xù)下降。不過隨著東北市場(chǎng)休市，北材南下力度加大，南方市場(chǎng)庫(kù)存壓力將會(huì)激增，鋼價(jià)也將繼續(xù)承壓運(yùn)行。在需求低迷難改的情況下，后期鋼廠的實(shí)質(zhì)性減產(chǎn)力度，或?qū)⒅苯記Q定鋼價(jià)的走向。
